A Study on “Jurisdiction” and Consistency in Urban Policy

Abstract

The purpose of this study is to identify issues related to “jurisdiction” in Japan, which is experiencing population decline, and to draw from French urban policy, which seeks consistency, to help find measures to resolve these issues. This also shows the significance of French urban policy. This study first clarifies the key issues related to “spatial jurisdiction” and “functional jurisdiction” in municipalities in Japan, based on a questionnaire. Then questionnaires and interviews with French municipalities confirmed whether French initiatives to strengthen jurisdictional consistency could be a solution to key issues related to “jurisdiction” in Japan’s urban policy. These results clearly indicated that the function of the French EPCI and the planning system centered on SCOT and PLU play a role in addressing the key issues mentioned above without creating problems or challenges.
