Wind power landscape, between social breakdown and the emergence of a new energy citizenship (Seine-et-Marne, France)

Résumé

Wind power development has been faced with a vivid opposition Ile-de-France region [around Paris] (11 projects under way, 7 projects stopped, 10 anti-wind power NGOs). Opposition is often described by outsider as being related to landscape concerns and sustained by Nimby concerns and neo rural population. This case study adopts an insider's perspective on the construction of local opposition. We follow the development and structuring of networks of so-called "opponents" to wind power, from their emergence until the present time (interviews, participant observation). The analysis traces the ways through which their viewpoint on landscape, territory and wind power policy is assembled and brought into collective and political existence at the local level. In doing so, the structuring of social network is analysed in relation with the emergence of a new landscape, brought into representation and public discourse through collective action and in relation to wind power. The analysis points at the extent to which the notion of Nimby does not capture the rationale and the dynamics of opposition network as well as the relation of so called opponents with their local landscape. Our analysis suggests that the local opposition to WP is not driven by a conflict between public and private interests, but derives from the weak articulation between the public and the private dimensions of French WP policy. This result allows us to discuss the extent to which French WP policy contributes in resolving or creating local opposition to wind power.
