The ICT integration in administration activities
Résumé
The public administration generates, uses, transfers and communicates a huge mass of information. In the "traditional" business processes, one of the most important indicators is the domain’s knowledge. In the Information and Communication Technologies ICT field, the essential indicator covers a broad spectrum of factors describing: the activity itself, the technological performance and the human actor’s implicated in the "public process." In order to study this transformation, we rely on a design approach of communicating information systems called the “tridimensional approach”. We identify the principal brakes and levers in the development of e-government process. We also propose an evolution perspective through the proposal of an Informational Hub serving e-government.
