Construction européenne et migrations de travail : le renouvellement des modes de mobilisation de la main-d’oeuvre étrangère

The article focuses on the new forms labour migrations in Europe in the context of European integration and the new deal regarding mobility. It emphasizes the paradoxical management of migration by politics who paves the way for a resumption of temporary labor migration while maintaining a discourse centered on the rejection of the long-‐term immigration. This positioning leads to consider the foreigner as different and distant from the people of the nation, so that it becomes acceptable to treat labor migration on a derogatory mode and to reconsider the obligations of the State regarding them. We propose, in a first part, to examine the migration policies which give reality to this perspective. In a second part, three ways of mobilizing foreign labor (seasonal contracts, illegal labor and posted workers) question the possibility of empowerment migration still offers in the framework of globalized economy.
L'article porte sur les nouvelles formes du travail immigré en Europe en les replaçant dans le contexte de la construction européenne. Il souligne la gestion paradoxale des migrations par le politique qui ouvre la voie à une reprise des migrations de travail voulues temporaires et pragmatiques tout en maintenant un discours centré sur le rejet de l'immigration à long terme. Ce positionnement permettant la mise à distance de l'Autre, il conduit à traiter les migrations de travail sur un mode dérogatoire et spécifique, reconsidérant les obligations de l'État à l'égard de populations marginalisées. Pour comprendre ce processus, une première partie revient sur les politiques migratoires de l'UE et de ses États membres. Dans la deuxième partie, à partir d'enquêtes de terrain, trois modalités de mobilisation de la main-d'oeuvre étrangère (saisonniers, illégaux, contractuels) interrogent la capacité émancipatrice de la migration à l'heure de la mondialisation de l'économie.
