Commerce informel et marchands ambulants au Maroc

Résumé

This article analyses the logics of the functioning and proliferation of informal retailing and hawkers in the case of an emerging country like Morocco. The proliferation of informal retailing raises problems of unfair competition vis-a-vis the formal sector but also many problems of congestion and illegal occupation of the public spaces and state property. The paper also addresses the nature of public policies that oscillate between repression and institutionalization.
Cet article analyse les logiques de fonctionnement et de diffusion du commerce ambulant dans le cas d’un pays émergent comme le Maroc. La prolifération de ce commerce pose des problèmes de concurrence déloyale vis-à-vis du secteur formel, mais également d’encombrement et d’occupation illégale de l’espace public. L’article discute également les politiques publiques mises en œuvre, qui oscillent entre répression et institutionnalisation.
