DEVELOPPEMENTALISME ET ENSEIGNEMENT SUPERIEUR : POURQUOI L'ALGERIE N'A PAS D'UNIVERSITE ?

Résumé

The training of managers for the economy and administration was very early on a central educational policy issue for the new leaders of independent Algeria. However, while the Algiers Charter (1964) included this issue among the "priorities of independence", the Ministry of Higher Education and Scientific Research (MESRS) was created only in 1970 and the first reform of the university proper began only in 1971, a decade after political independence. On the other hand, since the beginning of the 1960s, the selective sector of higher education - ie Technological Institutes and Grandes Ecoles, outside the University - has benefited from several measures and exceptional resources have been mobilized to train engineers, technicians and managers for the industry and administration. This differentiated treatment, stemming inter alia from a political and ideological developmentalist belief, carried particularly by the fraction called "industrialist" in the government, had several major consequences on the University. This contribution, proposed in three main parts, proposes to recall the context of the academic reforms before presenting and discussing their main results. La formation des cadres pour l'économie et l'administration a très tôt constitué une question de politique éducative centrale pour les nouveaux dirigeants de l'Algérie indépendante. Cependant, si la Charte d'Alger (1964) a intégré cette question parmi « les priorités de l'indépendance », le Ministère de l'Enseignement Supérieur et de la Recherche Scientifique (MESRS) n'a été créé qu'en 1970 et la première réforme de l'Université proprement dite n'a commencée qu'en 1971, soit une décennie après l'indépendance politique. En revanche, dès le début des années 1960 le secteur sélectif de l'enseignement supérieur-i.e. Instituts technologiques et grandes écoles, hors Université-a bénéficié de plusieurs mesures et des moyens exceptionnels ont été mobilisés pour former des ingénieurs, techniciens et cadres pour l'industrie et l'administration. Ce traitement différencié, issu entre autres d'une croyance politique et idéologique développementaliste, portée notamment par la fraction dite « industrialiste » dans le gouvernement, a eu plusieurs conséquences majeures sur l'Université. Cette contribution, proposée en trois grandes parties, se propose de rappeler le contexte des réformes universitaires avant de présenter et discuter leurs principaux résultats.
