Digital policy-making has a sizeable challenge to take up, whether at the local, national or global level, due to a range of multi-faceted digital disruptions transforming power relations. Diplomacy, meanwhile, faces a challenge of its own, its very nature being altered by modern-day circumstances. Concurrently, momentum is coming from Europe, as it channels democratic values and builds common visions in this field. This presentation explores different existing models of digital or technology diplomacy and analyzes their characteristics to define a model best fitting Europe’s digital diplomacy needs.
