"There's No Place Like Home". "Return Policies" for Human Trafficking Victims in Bulgaria

Résumé

In the early 2000s, in response to international rulings and to the legal involvement of community members, the Bulgarian government began to lay out “return policies” for those identified as victims of human trafficking. This chapter examines such policies through the lens of the shelters that provide therapeutic care and programs for “social rehabilitation.” By reconstructing the development and role of these sites, the chapter sheds light on how “victims” are processed, their “needs” interpreted and their “condition” made legible. It draws on a wide range of observations and interviews conducted in three Bulgarian shelters (one in Sofia and two in the provinces), as well as interviews with law enforcement agents, human rights activists and members of international organizations (IOM, ILO, OSCE) – both in Bulgaria and abroad (Vienna, Geneva, Brussels, Paris). In doing so, the chapter underscores the tensions between externally assigned and self-defined identities, individualized case management and profiling, as well as hindrances to mobility and/or various trajectories for migration. Such tensions help to account for the disappointing results of these “social reintegration” policies.
