Résumé

Towards the end of the twentieth century, the trend that seemed to be emerging in many countries was towards a certain distribution of roles whereby transport operations were assigned to the private sphere and infrastructure to the public sphere. Over the past ten years, however, growth in the use of PPPs has signalled a significant change which completely redefines the issue of infrastructure funding. For instance the financial profitability is more important than the socio-economic internal rate of return.
Financement des infrastructures et partenariat public-privé. - La tendance semblait se dessiner, dans beaucoup de pays, à la fin du 20ème siècle d'une certaine distribution des rôles qui plaçait les opérations de transport dans la sphère privée et les infrastructures dans la sphère publique. Dans la dernière décennie, nous avons enregistré une inflexion notable, avec le développement des PPP, qui renouvelle complètement la problématique du financement des infrastructures. Par exemple la rentabilité financière prend le pas sur la rentabilité socio-économique.
