Choix des élus, systèmes d'opposition et enjeux locaux dans les luttes municipales à la campagne,

Résumé

The article presents the results of a survey on the municipal life in five communes of the South-west of 1971 and 1977. This period marked an important phase of change in each of the five villages. While one observes the permanence of a system of choice of the council men founded on the selection of “eligibles”, i.e. candidates belonging to the “best families”, mayors are replaced in an atmosphere of crisis. The similarity of the local stakes and problems to, strongly solve contrast with the diversity of the systems of opposition which structure the municipal competitions. The proposals and projects of the candidates express sometimes clear oppositions between preserving and dynamic designs of municipal management, between the interests of the population grouped of the villages and the dispersed population, between the requests of farmers and other social categories. The diversity of the municipal scenes (apolitical, dualistic, ideological) returns to the configuration of the local social structure. Within the framework of a model general of “rural democracy” which the five studied villages concern, the ideological, cultural and religious traditions give to the municipal competitions their specificity. Far from being in margin of the major transformations which shake the rural world and to constitute an obstacle with the change, the communal democracy in rural medium seems to know a new vitality which however finds its limits in the centralization and the restriction of the means by the State.
L'article présente les résultats d'une étude sur la vie municipale dans cinq communes du Sud-ouest de 1971 et 1977. Cette période a marqué une phase importante de changement dans chacun des cinq villages. Tandis que l'on observe la permanence d'un système de choix des conseillers municipaux fondé sur la sélection des « éligibles », c'est-à-dire des candidats appartenant à des « bonnes familles », le renouvellement des maires s'opère sur le mode de la crise. La similitude des enjeux locaux et des problèmes à résoudre contraste fortement avec la diversité des systèmes d'opposition qui structurent les compétitions municipales. Les propositions et projets affichés par les candidats manifestent des oppositions parfois nettes entre des conceptions conservatrices et dynamiques de la gestion municipale, entre les intérêts de la population groupées des villages et la population dispersée, entre les demandes des agriculteurs et des autres catégories sociales. La diversité des scènes municipales (apolitiques, dualistes, idéologiques) renvoie à la configuration des rapports sociaux localisés. Dans le cadre d'un modèle général de « démocratie paysanne » dont relèvent les cinq villages étudiés, ce sont les traditions idéologiques, culturelles et religieuses qui donnent aux compétitions municipales leur spécificité. Loin d'être en marge des transformations profondes qui secouent le monde rural et de constituer un obstacle au changement, la démocratie communale en milieu rural semble connaître une nouvelle vitalité qui trouve cependant ses limites dans la centralisation et la restriction des moyens par l'Etat.
