The French strategy against Unemployment: Innovative but inconsistent

The French approach to activating its system of social protection has been varied. For the last twenty years, it has entailed a steady intervention to lower labour costs through social contributions breaks and a large use of employment creation schemes. With the return of an economic crisis, structural features will again appear as permanent. The impressive number of reforms heralded from 2007 will take time to be able to demonstrate possible effects upon a system which has been fragmented, and in this respect seen as inconsistent.
