The Effects of Social Stratification in the Process of Urban Development: an Empirical Analysis of Taiwan's Case

Modern societies all face a fast-developing and fast-changing global world. The sudden advent of the Central Taiwan Science Park (the CTSP) in Shitun District, Taichung City forced the district to go through a large-scale urban development in a short period of time. More importantly, the development brings Shitun district into the global production network. The main purpose of this paper is to articulate the effect of social stratification in the process of the urban development. This research shows that the top-down policy of the establishment of the CTSP involves only minimum local participation with certain degree of the resulting social impacts, thus alienates the local residents. We found little involvement of local government as well as local residents in the founding of the CTSP. Even just a few years after the advent of the CTSP, it has, however, changed substantially the urban identity of the residents living around the CTSP. The economic effects from the urban development accelerate the process of social stratification. It is evident that Shitun will follow the CTSP and becomes a node of the global production network, which will then change the urban landscape, the residents and their life styles. This paper will present the preliminary results from the large-scale survey to the residents affected by this urban development. In particular, this paper utilizes the survey data to analyze the change of the living situation, their housing conditions, and their employment opportunity of the residents. Because of the complexity of the transformation, this paper employs the correspondence analysis to evaluate the relationship between the macro conditions and their personal welfare. Finally, our study also offers an analysis of the possible reactions of the residents and the organizations they involved aimed to protect their welfare from the effects of globalization.
