Résumé

In recent years living labs have become knowledge systems that are regularly brought into play to address issues relating to innovation processes. Since the beginning of the century we have witnessed – in France, Europe and the whole world – an almost steady stream of new living labs. These open innovation spaces enroll at the interface of several concerns of our society: a crisis of local public action in France, the emergence of new forms of public innovations, a context of local public finance restriction combined with a difficult economic environment, taking users into consideration. At the same time, the growth of Living Labs also corresponds to a need for democratization of information and knowledge. The spread of open-innovation spaces such as living labs is undoubtedly significant at a time when central government in France is urging local authorities to deploy innovation in all its diverse forms. It is assumed that the Living Labs reveal territorial dynamics underway and plural ways of thinking territories, in their functioning, modes of organizations and governance. Therefore this paper proposes to analyze how the public authorities seize (or not) Living Labs for thinking and conducting their territorial strategies and local actions. To answer these questions, a geographic analysis and two new surveys in France as part of research programs (2015-2016) on the territorial knowledge and innovation in the conduct of public actions in France have conducted.
