"L’affaire" de la Mano Regia de Carlo Armellini (1849-1851)

Concistorial advocate Carlo Armellini, closed to the circles of the Roman Curia, joined the government of the Roman Republic in 1848-49. When the French troops occupied Rome and the pontifical repression began, Armellini was struck with a penalty of Mano Regia, which confiscated his patrimony and that of his whole family. This raises a series of questions. The first relates to the nature of pontifical repression after 1849: why use a penalty of an economic nature to punish a political offense? The second concerns the impact of European public opinion on the Rome of Pius IX. The third is concerned with the impact of the transnational networks around the Roman Republic.
L’avocat concistorial Carlo Armellini, proche des milieux de la Curie romaine, s’engagea en 1848-1849 dans le gouvernement de la République romaine. Lorsque les troupes françaises eurent raison de Rome et que la répression pontificale s’engagea, Armellini se vit frapper d’une peine de Mano Regia qui confisquait son patrimoine et celui de toute sa famille. Ce qui pose une série de questions. La première touche à la nature de la répression pontificale après 1849 : pourquoi user d’une peine de nature économique pour punir un délit politique ? La seconde concerne l’impact de l’opinion publique européenne sur la Rome de Pie IX. La troisième enfin s’intéresse au poids des réseaux transnationaux gravitant autour de la République romaine.
