Global Issues in Health: The Sud-Francilien Hospital Case

Opened in 2012 in the suburbs of Paris, the Sud Francilien Hospital (CHSF) is today one
of the essential links in the Parisian healthcare system. This hospital, with more than 1,000
beds, is the result of the merger of several formerly separate establishments. It has enabled
a real rationalisation of the healthcare provided and a pooling of resources. It is also the
product of an innovative public contract, the Bail Emphytéotique Hospitalier (BEH), and was
the first to be implemented.
Largely due to the scale and novelty of the project, this (public-private partnership)
PPP contract has experienced numerous implementation difficulties, which are particularly
instructive in terms of contract selection, management of complex projects and management
of partnership relations. This case study shows what the early termination of the PPP contract
and the return of its management to the public sphere can teach us about the conditions
required to implement these arrangements effectively in the hospital sector.
