Résumé

Climate change has become increasingly important in both the media and politics over the past decades. Considered as radically global, because greenhouse gas emissions in one part of the world have an impact on the whole planet, the climate risk is impossible to detect or to combat without the help of the natural, economic and social sciences. Climate change thus poses fundamental questions concerning the relationship between different scales of human action, and the organization of scientific expertise in the governance of environmental problems. In this thesis, we ask how climate change has emerged as a public problem, and how specific interpretations of the problem have become dominant in four different contexts: in the global arena of UN negotiations, at the European level, and in France and Germany. We combine tools and methods from the sociology of public problems, from political sciences, and Science and Technology Studies, in order to shed light on how these interpretations emerge and circulate, and how they are promoted and imposed by different actors.
Le changement climatique a pris une place considérable en constante augmentation dans l'actualité politique et médiatique, et contribue puissamment à reconfigurer le social et le politique. Décrit comme radicalement global, parce que les gaz à effet de serre émis dans une partie du monde affectent toute la planète, indétectable et ingérable sans l'appui des sciences naturelles, économiques et sociales, le changement climatique pose des questions fondamentales sur l'articulation des échelles et les relations sciences-politiques. Cette thèse s'intéresse à la façon dont le climat a été problématisé et " mis en politique " dans quatre contextes différents : au niveau global, c'est-à-dire dans le cadre des négociations onusiennes, à l'échelle européenne, en France et en Allemagne. En combinant des approches et outils de la sociologie des problèmes publics, des sciences politiques, et de l'étude des sciences et techniques, et en adoptant un regard à la fois historique et comparatif, elle s'attache à montrer comment le changement climatique a émergé comme thématique dans les contextes analysés, et comment des interprétations spécifiques du problème se sont imposées. Ces interprétations émergent de l'expertise scientifique et technique, mais aussi de l'interaction et de la compétition entre différents acteurs, qui essaient d'imposer leur vision du problème, et promouvoir des mesures spécifiques pour y faire face.
