The springs of consent in the unskilled service jobs. Retail employees and the new capitalist order

Résumé

In a context questioning the growth regime and exposing the oligopolistic retail capital to a high social visibility, retail employees seem to be relatively docile. They face major strategic and organizational changes in the branch. Within a framework requiring the unlimited accumulation of the capital by formally peaceful means and in a sector facing a crisis of accumulation, how is the consent of the employees organized? This thesis questions the nature of the links between the springs of employees consent to their own exploitation, the recent influence of a financial capital and the call into question of the mode of accumulation of corporations particularly exposed to the public. Based on a qualitative survey conducted in stores located in the principal French urban areas with, in counterpoint, a glance on the American employees of Wal-Mart in Illinois, Florida and California, this thesis describes the structural and gradual effects of the mutation of capitalism on the productive sphere. After a historical approach reconsidering on the structural character of the ideological, strategic and organisational orientations of the sector, this thesis underlines the national specificities and the productive indices of recent ruptures. Then a diachronic analysis of the institutional and organisational means of production highlights the development of material and symbolical systems of mediation of the productive restructurings. Then, combining an ethnographic approach observing the daily work, the study of social trajectories, professional paths and configurations of the retail stores, this thesis highlights a specific form of employees consent. The servicization is based on a process of incorporation in the unskilled jobs of the services. Retail stores tend to be at the same time increasingly opened to the public (place of the customer in the organization and in the production of the service) and isolated from the strategic power (decisions and design centralization). Conducing to a jamming of the spatial, temporal and statutory borders, this configuration contributes to opacify the relationship between capital and labour. The incorporation is based, on the one hand, on a core of older employees marked by the secular ethos of the branch and, on the other hand, on new profiles of shaped employees, underlining the widening of the register of social resources mobilized in work and employment battling against new forms of control. However, despite the paradigmatic and statutory bulk-heading, the presence of many profiles of employees in open organizations shows the possibility for various and divergent resources allowing the appropriation of work and the development of forms of resistance far removed from the indicators inherited from the Fordism.
Interrogeant la nature du lien entre ressorts du consentement des employés de la grande distribution au travail, renforcement du pouvoir financier et remise en question du régime d’accumulation d’une branche particulièrement exposée au public, cette thèse s’appuie sur une enquête qualitative réalisée dans une trentaine de magasins de neuf enseignes, tous formats et structures confondus, situés dans les principales agglomérations françaises. D’une part, une centaine d’entretiens semi directifs ont été menés auprès d’une population de dirigeants et de représentants des salariés locaux, nationaux et internationaux ainsi que de salariés des sièges et magasins. D’autre part, cette thèse s’appuie sur une vingtaine d’observations in situ durant trois ans au sein d’instances de négociation et d’information nationales et européennes, d’assemblées générales des actionnaires, de délégations syndicales de branche ; sur quatre observations participantes d’un mois en tant qu’employé de rayon en supermarché et hypermarché et sur l'analyse d'archives internes liées aux modalités de gestion de la main d'œuvre (évaluation, formation, communication). Enfin, en contrepoint ont été menés une vingtaine d’entretiens avec des salariés et représentants américains des syndicats de la distribution, ainsi qu’une série d’observations dans les magasins de l'enseigne Wal-Mart situés dans les périphéries de Chicago, Los Angeles et Miami. A travers l’analyse des permanences et changements idéologiques, techniques et organisationnels survenus dans la branche depuis les années 1950, cette thèse identifie d'abord un report du risque accentué du capital au travail face aux remises en question du modèle commercial de la grande surface en libre-service et à l’influence croissante des logiques financières. Par l’analyse de la mise en récit de cette crise par les directions, elle souligne ensuite les tentatives de reconfiguration idéologique du capitalisme commercial à l'échelle des firmes comme des magasins. La justification passe par un effacement du travail et de ses acteurs face à une Responsabilité Sociale de l'Entreprise et à des parties prenantes fortement instrumentalisés par les directions. Enfin, la rencontre d’un tel discours avec le travail quotidien révèle une exacerbation des contrôles et tensions au sein des magasins tout en laissant moins de prises à la critique par l'enfermement de ces derniers sur eux-mêmes. Ainsi, cette thèse souligne les spécificités d’un consentement propre aux salariés de la grande distribution, au sein d’une organisation à la fois de plus en plus ouverte au public (rôles du client dans l’organisation) et de plus en plus isolée du pouvoir stratégique (centralisation des décisions, de la conception). Face à des restructurations favorisant un brouillage des frontières spatiales, temporelles, statutaires et opacifiant le rapport entre capital et travail, ce consentement s’appuie sur des configurations où cohabitent d’anciens salariés imprégnés de l’ancien ethos de branche et sur de nouveaux profils de salariés corvéables. Par ailleurs, il s’appuie sur l’élargissement du registre de ressources sociales mobilisées par les directions dans le travail et dans l’emploi non qualifié. Cependant, si l’on assiste à un cloisonnement paradigmatique et statutaire, cette diversité de profils laisse entrevoir différentes ressources permettant l’appropriation individuelle et collective du travail comme l’élaboration de formes de résistance éloignées des indicateurs hérités du fordisme (grèves et conflits ouverts).
