A year after Peter the Great’s death, the College of Foreign Affairs lost its legitimate place at the top of the Russian diplomatic service’s administrative system where it had been raised by the tsar in 1717. This event, which is usually interpreted within the framework of a political revolution, i.e., the creation of the Supreme Secret Council in 1726, is studied here as a logical step in the internal evolution of the College of Foreign Affairs. This article is a contribution to our still incomplete knowledge of eighteenth-century Russian administrative institutions.
