Policies for small and large cities

All over Europe, city-regions are trying to adapt their profiles to create a better fit for the "new economy". They tend to promote urban renewal, develop new infrastructures and foster agglomeration economies based on new economic sectors. To a great extent, these efforts are made in order to attrack talents and creative companies to the city-region throught physical transformation and active city branding. Although, the efforts of large metropolises like London or Paris, strong metropolitan regions like Amsterdam or Barcelona are well-known, smaller city-regions are promoting the same policies and approaches to economic development. Is the development of creative and knowledge-intensive sectors easier in larger cities than in smaller ones?
