Tripoli, vers l’effacement de l’africanité de la capitale libyenne ?

Résumé

Since the late 1990s, Libya has been engaged in a process of settling its international disputes with the United States, the European Union and the United Nations in order to obtain the lifting of the embargo on the country. One of the conditions set before the lifting of international sanctions was the issue of transit migration of sub-Saharan Africans who crossed the Sahara and then the maritime straits to reach Europe illegally. However, the Euro-Mediterranean prism makes us lose sight of the importance of the migratory and commercial flows that increasingly link the two shores of the Sahara, but also Africa to the Asian commercial centres. The author attempts to grasp these invisible dynamics by proposing an overview of the Libyan capital, attentive to the changes observed within the urban fabric, while the public authorities are erasing all the visible links of Libya's Africanity, which was so prevalent during the 1990s, in order to transform Tripoli from a 'pariah' state capital into a showcase for a Libya on the way to reintegration into the international community.
Depuis la fin des années 90, la Libye a lancé un processus de règlement de ses contentieux internationaux avec les Etats-Unis, l'Union européenne et l'ONU afin d'obtenir la levée de l'embargo qui pesait sur le pays. L'une des conditions posées avant la levée des sanctions internationales a porté sur la question de la migration de transit des Africains subsahariens qui traversaientt le Sahara, puis les détroits maritimes afin de se rendre clandestinement en Europe. Or, le prisme euro-méditerranéen fait perdre de vue l'importance des flux migratoires et marchands qui lient de manière croissante les deux rives du Sahara, mais aussi l'Afrique aux places marchandes asiatiques. L'auteur tente ici de saisir ces dynamiques invisibles en proposant un aperçu de la capitale libyenne, attentive aux changements observés au sein même du tissu urbain, alors que les pouvoirs publics gomment tous les liens visibles de l'africanité de la Libye si prégnante durant les années 90 pour transformer Tripoli de capitale d'Etat 'paria" en vitrine d'une Libye en voie de réintégration au sein de la communauté internationale.
