Policies for Disabled People in the French Colonies (1918-1962) : Evolutions and Heterogeneity

Studies on disability in colonized territories are scarce and generally limited to the analysis of a specific category of disability in one particular colonized territory, such as blindness in Kenya or Algeria. 1 These studies do not address the complexity and heterogeneity of the way in which disabled people were treated across the imperial world. Through examining the policies implemented to assist different categories of civilian disabled people (blind, physically impaired, and injured workers) across the French Empire, this chapter demonstrates the extreme diversity in the way in which different disabled populations were treated even within a single empire. The findings of this study paint a complex picture. Disabled people were treated differently in different administrative categories of the French Empire (former colonies, new colonies, protectorates and mandates). Different resident populations (French/foreign/indigenous) were also treated differently based on legally legitimized racist conceptions (code de l'indigénat). Further, those who were differently impaired were treated differently even within the same colony and the same group of the resident population. This chapter focusses on three colonies with different statuses within the French Empire.
