Debating Drought and Its Solutions. The Case of Water Shortages in Arizona's Semi-Arid Climate

This photo-documentary focuses, in the current period of climate change, on drought of anthropic or climatic origin, which has become a major topic of environmental news and public debate. This is because drought affects both human beings and the ecosystems of which they are a part and which suffer its impacts. This environmental issue, which is tending to become a global phenomenon, is now imposing itself on countries in the North and South on a planetary scale. It poses crucial problems to be understood and resolved: what are the effects of intensifying drought? What are the political and technological choices for dealing with the increasing drought and water scarcity? What alternative solutions are being tested? How can local residents and groups be involved? The aim is to provide information and raise awareness of the effects of the drought, the political and technological choices being made, the alternative solutions being experimented with, and the participation of residents and communities in ecological restoration actions. Arizona, one of the hottest states in the US, is a forerunner in the experience of severe and intensifying drought, and in the experimentation of policies and solutions to deal with it. In Pima County, the founding notion of an observatory is akin to that of a "sentinel territory", an area in which an identified phenomenon is potentially taking place, and which has the capacity to raise awareness of it among a wider public. The target audience is as much the general public as the researchers of the Observatoires Hommes-Milieux concerned by drought situations for information on technological and alternative solutions to hydrological and ecological drought.
