Skills identification in French regions: dream or reality?
Abstract
Regions have become the central place for implementing vocational education policy in France. The purpose of this contribution is to reveal the strengths and weaknesses of the regional system, institutional framework and process of skill needs identification
in the hotel and catering sector. Analysing the experience of participation in a contract of territorial objectives with regional authorities, professional institutions and the Regional Training and Employment Observatory (OREF) of Burgundy, the author attempts to answer two main questions. Is a common diagnosis on skill needs possible facing the various logics of these institutions? What is the transfer into policy and practice at local level?
