Deceptive Liberal Reforms: Institutional Adjustments and the Dynamics of Authoritarianism in Tunisia (1997–2005)

Résumé

Legislation governing political institutions in Ben Ali's Tunisia appears all the more plastic and unstable as the political calendar and the survival of the authoritarian regime dictate the rhythm and the nature of institutional changes. In fact, legislation is conceived so as to make a possible change in power unthinkable, while at the same time allowing the regime to talk about deepening democracy. The recent constitutional and legislative reform in Tunisia limits authoritarian practices while authorising them, if necessary
