Lessons from the Bulgaria Judicial Reforms. Practical Ways to Exert Political Influence on a Formally very Independent Judiciary

The article retraces the important stages of jucicial reforms in Bulgaria while emphasising the political stakes and conflicts that have characterised their progression. We explain the strategies and means which are used by the political powers to subjugate the judicial apparatus dispite strong constitutional guarantees in favour of judicial independence. Secondly, we demonstrate the principal explanations for the ability of the Bulgarian magistracy to resist change.
