Developing post-primary education in sub-saharan africa

Résumé

Countries located at the South of Sahara are currently making significant progresses towards universal completion of primary education. Consequently the number of youngsters who knock at the door of secondary education is much increasing creating strong structural pressures on all segments of post-primary schooling. Identification of a strategy helping to cope with this issue in a sustainable way constitutes a major challenge for educational policies in all countries of the region. The research undertaken aims, in the diversity of national context, at exploring a large array of policy options (in terms of quantity, input mix and quality of services and modalities of financing) that could be considered by countries to cope in the medium term with the issue at stake. The research is based on the estimation of country specific education finance simulation models for 33 low-income countries of the continent
Les pays d'Afrique subsaharienne sont en train de faire des progrès très significatif vers l'achèvement universel du cycle primaire. En conséquence, un nombre croissant de jeunes vont se présenter à la porte de l'enseignement secondaire créant une pression sans précédent sur le premier cycle secondaire et ultérieurement sur l'ensemble du système éducatif. Définir une stratégie soutenable d'expansion constitue d'ores et déjà un défi majeur pour l'ensemble des pays du continent. Le travail réalisé vise, dans la diversité des contextes nationaux, à explorer une variété large d'options (en termes de quantité, de qualité, de modes d'organisation et de modalités de financement) pour organiser la prise en compte de ce phénomène à moyen terme de façon soutenable par ces différents pays. La recherche, fondée sur l'estimation de modèles de simulation sectoriels spécifiques, est conduite pour 33 pays à faible revenu du continent
