In the context of the Roman Question (1870-1929) – the debate about the sovereignty of the Holy See, deprived of territory – the invention, then the claiming of a « moral power » was a way to reaffirm this controversial sovereignty. Established on philosophical basis – the triumphant neo-thomisme, this theory renews the concept of power and inspire the Foreign Policy of the Holy See, till our days.
