Biodiversity and agriculture : greening the CAP beyond the status quo

Résumé

In this chapter we will analyse how green the CAP really is. First, we will address the ‘greening’ measures and/or incentives that are already present within the existing CAP rules. In doing so, both the fi rst and second pillars of the CAP will be looked into. Thereafter the focus will shift to the recently agreed post-2013 CAP rules. Here, we will zoom in on the specifi c green measures that have been introduced in the new CAP rules. We will critically assess the added value of the greening approaches that have been included in the fi nal agreement that was reached on the post-2013 CAP rules. In a fi nal section, some general considerations and thoughts on the protracted relationship between the CAP and environmental protection will be presented.
