Incertitude et résilience dans les projets technologiques

Résumé

Various forms of uncertainty (technological, organizational and related to the context) often cause significant problems in large technological projects, leading to time and cost overruns and, in some cases, to the erosion of safety margins in the system design or implementation. The management of project risks, using anticipation or adaptation, is an important facet of the work of project managers. This report proposes a review of the academic literature on the management of uncertainty in large technological projects. It examines the limits of preliminary risk analyses, the manner in which alerts, weak signals and other warnings that suggest the appearance of a deviation from the initial plan are handled, and the way in which project trajectories are redefined to attempt to meet the initial goals despite the setbacks. Two primary topics are discussed: 1. The authors analyze the cultural changes induced by the introduction of organizational project management and project-based management techniques. These approaches, which have replaced more bureaucratic modes of management, have led to significant increases in the autonomy of workers, along with obligations to achieve results. This type of organizational strategy puts large amounts of pressure on project managers, who must personally take on board a large part of the risks related to the projects they manage. 2. A second dimension of analysis revolves around the key concept of organizational resilience, or the ability of an organization to identify and take on board early warning signs of events that could threaten its survival and to implement adaptive strategies that limit the effects of these unexpected events. This body of research analyzes the vigilance capacities of actors and the way in which they interpret new information as it appears; the factors that impact the detection of weak signals and the treatment of warnings; the use of technical tests to validate the control of project risks; and the way in which decisions are made in the course of the project. The authors analyze the organizational and managerial dynamics that can threaten timely and satisfactory handling of weak signals (including escalation of commitment, organizational silence and information silos that prevent the dissemination of information).
Les incertitudes de différentes natures (technologiques, organisationnelles, liées au contexte) posent souvent des problèmes importants dans les grands projets technologiques, conduisant à des retards de livraison, des dépassements de budget et parfois à l’érosion des marges de sécurité dans la conception ou dans la mise en œuvre. La gestion des aléas, par des pratiques d’anticipation et d’adaptation, constitue une part importante du travail des chefs de projet. Ce document propose une synthèse de la littérature académique sur la gestion de l’incertitude dans les grands projets technologiques. Il examine les limites des analyses de risques préparatoires, la manière dont sont gérées les alertes et autres signaux indiquant un écart par rapport aux plans, et comment les trajectoires de projet sont redéfinies pour chercher à remplir les objectifs malgré ces imprévus. Deux thèmes principaux sont traités : 1. Les auteurs proposent une analyse des changements culturels induits par l’introduction du management par projet, avec un accroissement important de l’autonomie des acteurs associé à des engagements de résultat. Cette organisation conduit à des pressions importantes sur les chefs de projet, qui assument personnellement une part importante des risques liés au déroulement des projets. 2. Une second dimensions d’analyse concerne le concept clés de résilience organisationnelle, la capacité d’une organisation à se saisir de signes avant-coureurs d’événements qui pourraient mettre en cause sa survie et à trouver des stratégies d’adaptation qui permettent de limiter les effets des aléas. Il s’agit d’analyser les capacités de vigilance des acteurs et la manière dont ils interprètent les nouvelles informations au fur et mesure de leur apparition, les facteurs qui pèsent sur la détection des signaux importants et le traitement des alertes, l’utilisation d’épreuves techniques pour valider la maîtrise des risques projets, la façon dont des décisions sont prises en cours de projet. Une analyse des dynamiques organisationnelles et managériales qui peuvent entraver une prise en compte précoce et satisfaisante des signaux faibles (biais d’engagement, silence organisationnel, les freins à la dissémination transversale des informations) est proposée.
