From the Squat to the Public Tender. The Professionalization Path of the Operators of “fringe” Artistic Places

Résumé

How does a collective of artist-squatters find itself in charge of managing a former artists’ squat under contract with a municipal government? This initial question runs throughout the article. The occupation and management of artistic places by collectives of “fringe” artists has become a modality both of the management of vacant spaces and of support for artistic creation, which contributes to the professionalization of the operators of “fringe” locations. Through the history of the AlphArt collective, the authors of this article follow the career path of these operators’ professionalization and decipher it by cross-comparing the interests and constraints of the artists themselves, the municipalities concerned, and the owners of the places they occupy. This history reveals the steps of the professionalization with which the collectives are confronted, as well as the underlying learning and the conflicts that they trigger. The unfolding of a “fringe” site manager’s career follows a path that starts with the formation, organization and structuring of a collective. It continues with the occupation of a place, is publicized and exposed in the negotiation with the owners, and is put to the test in competition with other such places. It is built up through tests that constitute the steps in the career of an operator of a “fringe” artistic site who, starting from a practice considered as deviant, assumes a professional position with specific competencies, as a reliable partner for the public authorities.
Comment un collectif d’artistes squatters se retrouve-il en charge de la gestion d’un ancien squat d’artistes dans le cadre d’un marché public de prestation de services ? Cette intrigue initiale forme la trame de cet article. L’occupation et la gestion de lieu artistique par des collectifs d’artistes off est devenue à la fois une modalité de gestion des espaces vacants et de soutien à la création artistique, qui contribue à la professionnalisation des opérateurs de lieux off. A travers l’histoire du collectif AlphArt, nous allons retracer la trajectoire de professionnalisation de ces opérateurs, trajectoire qui se comprend en croisant les intérêts et contraintes des artistes eux-mêmes, des municipalités et des propriétaires des lieux qu’ils occupent. Cette histoire révèle les étapes de la professionnalisation auxquels les collectifs sont confrontés, les apprentissages sous-jacents et les conflits qu’ils provoquent. Le déploiement d’une carrière de gestionnaire de lieu off suit une trajectoire qui s’ébauche lors de la formation, de l’organisation et de la structuration du collectif. Elle s’éprouve ensuite dans l’occupation d’un lieu, se publicise et s’expose dans la négociation avec les propriétaires, et se questionne dans la mise en concurrence. Elle se construit par des épreuves qui constituent les étapes d’une carrière d’opérateur de lieu artistique off qui, partant d’une pratique considérée comme déviante, déploie une posture de professionnel aux compétences spécifiques, interlocuteur fiable des pouvoirs publics.
