How much does environment pay for politicians?
Résumé
ln this paper we empirically explore how elections impact environmental degradation using a sample of 77 democratic countries over the period 1990-2014. Three key results emerge. First, election years are characterized by an increase in CO2 emissions, even though the effect seems to diminish over the recent years. Second, this effect is present only in established democracies, where fiscal manipulation by incumbents is done through the composition of spending rather than the level. Third, better access to information and the adoption of strict environmental policies reduce the size of this trade-off between pork-barrel spending and the public good, namely environment quality.
