Marseille-Provence 2013 and the “Creative Neighborhoods”. Understanding the impacts of the ECoC on local cultures and neighborhoods.

Résumé

Local cultural development and the promotion of regional folkways is a critical component of the ECOC program. In anticipation of the Marseilles-Provence 2013 ECoC, the MP2013 Observatory at EHESS Marseilles has focused on the question of development at the scale of neighborhoods, specifically in terms of how the Ecoc project is implanted, perceived and adopted in localities, "on the margins" of the traditional cultural centers of a city. To do this, we engaged in a survey on the "Creative Neighborhoods" (Quartiers Créatifs), a series of localized culture and urban development projects established by Marseilles-Provence 2013 and underwritten by corporate sponsors to operate during the program year. Five QC lie within the city limits of Marseilles, and the majority are based in far-flung arrondissements (Cf. Official program, http://mp2013.fr/ext/avp/ - p.197). In what way do the QC, in their aim to create economically-vibrant and attractive neighborhoods, involve and impact existing populations? We analyzed the impact of the QC project on Marseille's periphery and obtained that cultural infrastructure development, as can be seen in the implantation and investment in a QC, yields tangible economic capital benefits through increased in-migration ( rents, land valuation) and increased commerce ( neighborhood tax basis ) stemming from perceived cultural capital. In evaluating the ways in which local culture is structured and organized, we are able to glean some insights about the ability of the Ecoc model in promoting culture and localities on the margins, in addition to its impact on existing cultural spaces.
