On the bike paths' dependency : a history of cycling as a marginal mode on the street, Lyon, 20th century

Résumé

This communication aims at showing that the place of bicycle in the street depends, more than any other transport mode, of political choices on infrastructure planning. In the example of Lyon, France, the lack of interest for specific cycling infrastructures during a century (1890’s-1990’s) explains the delay of bicycle take-off in the end of the 20th century. The « cultural reasons » often given as an explanation is more observed in urban engineer’s minds than in user’s transport practices. It is partly an heritage of the early 20th century, when the bike was considered as a leisure mode, with infrastructures built by tourism associations instead of urban road services. From 1920’s to 1970’s, urban road engineers were focused on automobile infrastructure and motorized 2-wheels vehicles, strengthening the decline of bike as a urban transport mode. The first bicycle-dedicated public infrastructure program began in the late 1970’s, under pressure of emerging user’s associations but with restricted funding. Before the 1990’s in Lyon, bicycle always depends on other modes’ infrastructures in main streets, with this political heritage. This study, based on urban road services’ archives, contributes to enlighten the recent « bicycle turn » in lyonnese mobilities policy, partly due to private actors like JC Decaux with its bike-sharing « Velo’v » system.
