Résumé

This chapter examines the implementation of French public policies for early school leavers from the point of view of case managers and young people. It provides an analysis of support organizations based on their ability to constitute a policy network. Based on a participative research method, the CCAPPA (Contradictory, Collective and Participative Policy Analysis), young people’s points of view are developed through confrontation with case managers and decision-makers. The results of this field research are analysed in terms of underlying principles of justice showing the accuracy of Amartya Sen’s Niti and Nyaya dichotomy.
