Économie politique du maintien de l'ordre
Résumé
The forms taken by protest policing in France largely reflect macro-economic policies: on the one hand, the late but profound deindustrialisation and, on the other, the slow then abrupt imposition of a so-called "new social compromise", that of the neoliberal order.If we draw a parallel history of policing and economic policies, we can first distinguish a period of pacification of the relationship with demonstrations (1970s-1990s), against a background of social compromise but slow deindustrialisation, followed by a stiffening of the relationship with the crowds, against the backdrop of the exacerbation of the urban crisis (2000s), before a real brutalisation, against the backdrop of a real neoliberal turn, notably during the "Macron years".
Les formes que prend le maintien de l'ordre en France sont pour une grande part le reflet des politiques macro-économiques : d'un côté, la tardive mais profonde désindustrialisation et, de l'autre, la lente puis abrupte imposition d'un « nouveau compromis social », celui de l'ordre néolibéral. Car si l'on fait une histoire parallèle du maintien de l'ordre et des politiques économiques, on distingue d'abord une période de pacification du rapport aux manifestations (années 1970-1990), sur fond de compromis social mais de lente désindustrialisation, période suivie d'un progressif démantèlement de la pacification du rapport aux foules, sur fond d'exacerbation de la crise urbaine (années 2000), avant une vraie brutalisation, sur fond de vraie politique néolibérale, notamment durant « les années Macron ».
