Paradoxically, until the middle of the 1980s, European Community territorial policies were subjects of interest of neither local or regional government, nor the European Commission. Indeed, these policies were dominated by intergovernmentalism. Since that period, however, French local authorities and the
Commission have set out in quest of each other. Using mate¬ rial from recent empirical research on two programmes which have facilitated this rappro¬ chement -the PIM and LEADER -this article attempts to highlight how this mutual searching has been undertaken.
