Genèse et institutionnalisation d’une nouvelle catégorie, la certification (1972/2018)

A socio-historical analysis of the activities of two national commissions, the Commission technique d’homologation (CTH) and the Commission nationale de la certification professionnelle (CNCP), enables us to trace the emergence and institutionalisation of the certification category over the period from 1972 to 2018. This process, linked to employment policies, has led to a new understanding of what constitutes a state-approved qualification or diploma : no longer training and its characteristics (duration, teaching methods, etc.), which prevailed until the early 1990s, but the validation/certification of skills listed in standard frameworks. However, this new meaning was not easily accepted.
L’analyse sociohistorique de l’activité de deux commissions nationales, la Commission technique d’homologation (CTH) et la Commission nationale de la certification professionnelle (CNCP), permet de retracer l’émergence et l’institutionnalisation de la catégorie de certification, sur une période allant de 1972 à 2018. Ce processus articulé aux politiques de l’emploi a abouti à une nouvelle acception de ce qu’est un titre ou un diplôme homologué : non plus une formation et ses caractéristiques (durée, pédagogie…), acception qui prévaut jusqu’au début des années 1990, mais la validation/certification de compétences listées dans des référentiels. Toutefois, cette nouvelle définition ne s’imposera pas facilement.
