Teaching public policy through the history of the discipline, theories, and concepts

Résumé

This chapter advocates teaching public policy by examining the historical development of theories of policy. More precisely, we examine several controversies that have been central to the development of policy studies and demonstrate their enduring impact on the field of study. We argue that students need to understand how the field developed in order to be able to understand how it is researched at the present time. Examples of the controversies considered are that over the origin of the field and that over the process of agenda setting.
