Host state policies and the changing role of social networks for Syrian refugees in Jordan

Résumé

The aim of this paper is to analyse the role of transnational networks on Syrian asylum seekers' border crossings and refugees' coping strategies in Jordan since the beginning of the 2011 Syrian uprising against the al-Assad regime. It specifically focuses on the evolution of the ties that form refugees’ networks and the resources they give access to. This paper is based on biographical interviews conducted by the two authors between 2013 and 2015 in different locations of Jordan (Amman, Irbid, Zarqa, Ajlun). After an "open-door" policy towards Syrians, the growing flow of asylum seekers has led the Jordanian government to implement drastic restrictions on the entry and stay of this population in the country. These measures directly affected the operation of social networks. Initially, transnational networks and strong ties played a key role at the beginning of their arrival in Jordan; however, later on, Syrians had to rely on weaker ties (e.g. smugglers, professional organisations of migration management) to access resources which have had a deep impact both in terms of coping strategies and migratory itineraries.
