Public health measures and personal networks during the COVID 19 crisis

This communication analyses the role of interpersonal relationships in opinions and practices regarding public health measures during the Covid-19 crisis in France, and the subsequent impact of these behaviours on personal networks. Biographical events are known to disrupt personal networks. Is this also the case for a public event, a political decision? What are the possible consequences of a large-scale public health measure on personal networks? The role of close relationships in the decision-making process for respecting public health measures is important, both in terms of support and dissuasion. This communication also looks at conflicts and break-ups with specific people, as well as links to (new) relationships. For this study, we analysed responses from four waves of surveys conducted by a team of social scientists as part of the “Life in Lockdown” project, funded by the French National Research Agency. The surveys were carried out on the same group of respondents in April 2020, January 2021, January 2022, and September 2023. The population studied in this presentation consists of the 2,593 people who responded to the first three waves. In addition, 32 people were interviewed in depth to review their opinions and practices regarding government decisions during the COVID-19 period. The first part compares the evolution of the personal networks of individuals who agreed with the government's decisions with those who did not. It also focuses on those who changed their beliefs and practices during the crisis. It identifies the underlying dynamics of their beliefs and practices in relation to Covid-19 events such as lockdowns, curfews, vaccination campaigns and sanitary pass. The second part examines disagreements and conflicts within personal networks, showing how relationships between those with different views of government regulations evolve during the crisis. This section will show that negative ties reveal specific social dynamics provoked by the health crisis, in particular patterns of domination reinforcing social hierarchies. Our longitudinal approach highlights the important role of interpersonal dynamics in shaping individual and collective practices and beliefs about health and science, especially in crisis situations. The findings reveal the existence of informal guidelines within social circles such as family, friends and other groups, regarding the acceptance of advice and instructions from health and scientific authorities.
