La Russie : Orient ou « finistère » de l’Europe ? Un débat entre géopolitique et culture dans l’Italie du XXe siècle

The debate in Italy on Russia’s cultural identity –Russia as Europe, Russia as the East– has a long history, running from before the unification of Italy through the rest of the nineteenth century and the whole of the twentieth, and it is still open. After 1861, the turning point in Italian unification, liberal political culture added a geopolitical dimension to the discussion. It elaborated a particular conception of the European balance which took root and became one of the fixed points of Italian foreign policy. This was true for the years of liberalism, for the fascist period up to 1936, and then for post-war republican Italy. As happened with diplomacy, Italian culture of every historical period developed an ideology in which Italy was endowed with "something special” entitling it to mediate between Russia and Europe. Berlusconi’s Italy is therefore acting on a long-familiar background.
En Italie, le débat italien sur l’identité culturelle de la Russie – la Russie, Europe ou Asie ? – a une longue histoire, et se poursuit depuis l’unification de l’Italie et le XIXe siècle, puis tout au long du XXe siècle et jusqu’à nos jours. Après 1861, la culture politique libérale, fondamentale pour l’unification italienne, a ajouté une dimension géopolitique à la discussion. Elle a élaboré une conception particulière de l’équilibre européen qui s’est enracinée et est devenue un axe-clé de la politique étrangère italienne, que ce soit pendant la période fasciste jusqu’en 1936 ou dans l’Italie républicaine d’après-guerre. Comme la diplomatie, la culture italienne a développée une idéologie de l’Italie dotée d’un « quelque chose de particulier » qui l’amène à jouer le rôle de médiatrice entre la Russie et l’Europe. La politique de Berlusconi s’enracine ainsi dans un contexte familier.
